DHS Retaliation Complaints Surge But Only Coast Guard Findings Emerge

GAO-26-108106 shows DHS retaliation complaints rose from 75 in FY2018 to 834 in FY2025, but of 3,025 complaints only 115 became investigations and 11 were substantiated - with ICE and CBP, the two largest sources of complaints, producing none, while the Coast Guard produced eight.

Why it matters: Whether a federal worker's retaliation complaint becomes a finding appears to depend less on where the retaliation happened than on whether anyone outside the agency was already looking.

Date to watch: The 42 investigations still open - 23 of them Coast Guard. If ICE or CBP produce a first substantiated finding from that backlog, the pattern breaks.
